Given the following two choices:
Smaller conference, lower guaranteed payout but higher profile and opportunity to cash out with bowl game money that pays equal to base payout from bigger conference
Larger conference, higher guaranteed payout but lower profile and limited opportunities to cash out with bowl game money, max payout is only equal to the smaller conference + bowl game.
In scenario #2 OSU gets a reduced payout relative to the rest of the conference, in scenario #1 OSU gets an equal or greater payout relative to the other members of the conference.
I feel like accepting a reduced payout is a guaranteed way to make sure that OSU is always fighting a headwind.

I care more about being in the west, so I guess my choice would be the smaller conference.

I tend to agree. I would rather be the big fish in a small pond than being an even smaller fish in a bigger pond.
Like imagine if we were in the B10. USC is the only school that might be on a level with tOSU, Michigan and Penn State long term. Oregon and UW will almost certainly be reduced to a tier two program much like the beavs are now in the P12.
I like watching us win, I like going to bowls, I like expanding our fan base. Those things happen in the small pond and it would be fun.

Big fish, small pond. Beavers have won four national championships ... one in XCountry and three in baseball. Stop worrying about winning national championships in anything besides baseball. It may happen, but the odds are so long that it is not worth damaging every other athletic program in order to tilt at windmills. Enjoy winning in the small pond while the ducks try to tread water.

Well, since option # 2 isn't a reasonable possibility at this time, I'll go with #1, something that actually could happen.

Option 1 for sure. At this point even if the B12 or someone was to offer I’m not sure it would even be for the same amount the other PAC-12 teams got. There’s also no guarantee these conferences don’t try to stick with unequal payouts in their future contracts.

Option #1. I don't want to pay to watch San Jose State, New Mexico, Air Force....

Option #1. I don't want to pay to watch San Jose State, New Mexico, Air Force.... What if I told you you were actually paying to watch Oregon State?

Option #1. I don't want to pay to watch San Jose State, New Mexico, Air Force.... Yeah, way better to watch us get trashed by Ohio State!

Option #1. I don't want to pay to watch San Jose State, New Mexico, Air Force.... Yeah, way better to watch us get trashed by Ohio State! Way better to collect half of the 103,000+ tickets sold.

Yeah, way better to watch us get trashed by Ohio State! Way better to collect half of the 103,000+ tickets sold. Pass. Wins are far more important for our program at this point.

Option #1. I don't want to pay to watch San Jose State, New Mexico, Air Force.... This seems more like you're interested in Option 2. Option 1 would be playing MWC type teams, Option 2 would be joining say the Big12 or maybe the AAC.

Way better to collect half of the 103,000+ tickets sold. Except that we wouldn't. tOSU makes about $7.1 to 8.3 mil per home game. NC opponents get a tiny share and still have to pay most of their expenses. Sometimes a hotel will have a deal with the host school that can cut costs. Some schools have contracts with an air carrier to off set normal pricing. The same can happen with local food providers. OSU was probably lucky to net 1.1-1.2 million. "Ohio State will pay $1.7 million to Oregon State for its season-opening game at Ohio Stadium on Sept. 1," Not as big of payday as most think. By the way Tulane received $1.5 mil that same year for their Sept. 22nd visit.
