After the 15th, I read on another Tweet that he could sign as a free agent. If not, then I will take him back in the rotation!

Not a terrible decision for Drew IMO. He qualifies as a RS Soph, so he can re-enter the 2018 draft with leverage still.
That said, the Rays had the ability to offer as much as $2,437,105 as a signing bonus (slot was $2,134,900).
Having no idea what the Rays were actually offering, it's still a gamble to return to OSU for another year.
Pressure is on TB. They lose the draft pick and don't get a replacement in 2018 for failing to sign Drew.
They still have until Friday to make a new offer.

I find it unlikely if he is a free agent that he will get close to what he wanted from the Rays from another team.

If what I'm reading is accurate, that really makes no sense (by the Rays). Did they find some red flags in medicals and use that as negotiating ploy to offer him 40% of slot? If so, why draft him to begin with if you aren't convinced. They can't use his slot money elsewhere.
Does Drew come back or sign as a FA? Someone with deeper pockets could come in and give him a nice FA offer assuming the medicals are not the issue.

As I understand it, free agent signings of draft eligible players must still fit into your draft pool. I doubt there are any teams out there who underspent their draft pool by $2 million.

I didn't even realize that Compensation round picks were eligible to get replacement picks the following year if unsigned. I thought they had to be "legit" 1st rounders. All the relevant facts will come out soon enough.

Yeah same here Kersting. Had no idea you got a replacement pick. The whole draft, slots, bonus pools, international pools, tax implications, etc - gets hard to track.
Who knows, this could all be a negotiating ploy - granted usually it doesn't come out publicly like this - and there could be a sudden last second agreement on Friday.

Remember the ordeal with Wetzler a couple of years back? If Ras does end up coming back to OSU I hope he doesn't find himself in a similar situation.

Remember with Wetzler, he walked away and the Phillies were pissed, so they ratted him out to the NCAA. I do believe that with Ras, the Rays are walking away.

I believe Keith Law is right, Drew has eligibility left so he would not be able to sign as a free agent
