Let's be honest. Has anyone EVER heard a Division I coach say the previous coach left the cupboards bare? I haven't, maybe it's been inferred.
But this is a fairly myopic and borderline narcissistic statement by Meyer, he being one of the best coaches ever in college football. Yes, talent levels vary from school to school, and within schools year to year. And it's OK for the media and fans to point that out.
I think we can all safely assume no coach leaves a program, whether on his own or being fired, with the intent to leave the cupboards bare.
Yes, I've heard quite a few allude to that. They may not say the exact words, but as you point out it's rather plainly inferred. Meyer's comments hit the mark for a couple reasons. A. The players are not dumb, they hear and decipher what the coaches are telling the media so any hint or suggestion by the coach he inherited a weak team by repeatedly saying things llike "we need to get stronger" is a slap in their face and implies they were too weak when he got there. B. Great coaches figure out how to get the most out of what they have. They figure out how to put players in the best possible position to succeed.
