The clock on the TV score line is not directly linked to the actual scoreboard clock. It is optically linked via a sensor/camera aimed at the arena clock. There is a lag between time on the arena clock and the TV score line clock. This accounts for what appears on TV as a lag between the inbound pass and the start of the clock. If you watch the replay you can see the shot clock above the basket is ahead ov the TV clock. You can see if you stop frame by frame the clock above the basket at 2.9 while the tv score line clock is at 3.2.
It becomes more obvious when you hear the horn sound while the tv score line clock still is at 0.3.
This is is why the conference correctly ruled that the Gill clock operators were not at fault.
