looks like the first 3 groups made the same tee box mistake and were penalized. Afterward they instructed the succeeding groups the correct tee box to use.
If if they really wanted to be “fair” they wouldn’t have warned any of the groups and just penalized all who made the same mistake, even if it meant DQ’ing the whole field.
