In America, whites are roughly twice as likely to have a college degree as blacks. The burden isn't on the schools to prove that whites aren't discriminated against.
(That doesn't mean that schools should be free to discriminate against whites or any other group. I am stating that schools must make a serious effort to ensure that the reasons that certain groups lag behind do not include discrimination.)
