Yes you are correct and I am aware of the rule regarding major-minor sport participation while on scholarship. That isn't an issue here.
The reason I questioned the scholarship was the Official PAC-12 signing class was listed at 20 by the Beaver football office. Adley was not listed as a scholarship recipient on that list. That same list also appears as the official signing class on the Stanford Scout site, Beaverblitz. Adley does not appear.
The NCAA allows a school to sign as many as it wishes but only 25 may be put on scholarship during one calendar cycle providing at any given time, no more than 85 total are on scholarship. If Coach Anderson had additional scholarships open up after NSD, (due to academic casualty or transfer out) then indeed, Adley could have been added to the class of 25 put on scholarship.
Since I couldn't find Adley listed as a scholarship player anywhere, it would appear Adley's scholly offering was a late addition to the scholarship group for 2016. He signed a Baseball LOI in November of 2015, but I could find no record of him also signing a Football LOI in February of 2016.

It doesn't matter if he ever signed a football LOI. If he receives scholarship aid from the athletic department, and if he plays football, then he gets a full football scholarship (no partials in I-A) and counts against the 85 limit. He did not originally plan to play FB. Once he did, and participated in a practice, it's automatic.

I'm fairly certain, even with Adley on full football scholarship, that OSU has not been at the 85 scholarship limit at any time during Gary Andersen's tenure. There are many players on scholarship who never appeared on Scout.com lists of official signings, or in OSU official press releases on signing day. SaveSaveSave
