Can a pitcher be called for a balk with no runners on base? Here are a couple examples. No runners on, pitcher doesn't stop at set position(quick pitches batter). Balk, or no Balk? With no runners on pitcher delivers with foot not contacting rubber. Balk, or no balk? One more, no runners on, pitcher drops ball while foot is in contact with rubber. Balk, no balk?

No, at that point it is called an "illegal pitch", and the hitter is awarded a ball.

You cannot balk with the bases empty. Delivering a pitch without the foot on the rubber is an illegal pitch. Ball is dead, and batter is awarded a ball. Quick pitching is the same thing, but it has to be pretty blatant. Batter in the box, he better be ready.
About just plain dropping the ball. No one on base, giggle, call time, and let him pick it up and give him a little moment to get over his embarrassment. It's not a pitch unless the ball crosses a foul line. Someone on base, it is a balk.
On a balk, the ball is dead immediately. Sometimes this does prevent the offense from taking advantage of more than the runners advancing one base, but it is a good thing that keeps bat sh!t crazy stuff from happening that takes a Philadelphia lawyer to figure out which invariably results in pi$$ing off everybody.
A balk can be the hardest call there is. Sometimes it is so small, it happens so fast that by the time you realize it, call it, it is like a late whistle or penalty that gets folks upset. Think about it. The hands twitch a little, the knee bends a tad, the heel comes off the ground a quarter of an inch, the shoulder moves. Any of these without the ball being delivered is the start of the motion and is a balk. Then, you also have the question of if it was so small, there was no advantage or disadvantage, it didn't affect play, do you really want stuff like this called.
Probably more than you wanted to know.

Interference vs obstruction?
