Why not stick with the OSU, WSU, Fresno, Boise, San Diego, Colorado State (football only) and attempt to add Gonzaga, St. Mary's, Grand Canyon, and Seattle U? All four of them have most of the Olympic sports and you can claim the Seattle, Bay Area, and Phoenix TV markets?

Oregon State and Wazzu lose all remaining money. Etc. Eight is the minimum for an FBS Conference. They do not have to be full members, though. They could add football only teams. They could add FCS teams that start the transition. But I was reading that the FBS made a move to up the transition fee from FCS to FBS by 99,900% to try and control the number of FBS teams.

It now will cost you $5 million to transition from FCS to FBS. Then you have the cost of adding 20+ full scholarships, and additional support staff. Then you have a transitional period where you are ineligible for a bowl, unless the NCAA waives it because there are not enough bowl-eligible teams, which happened for JMU last year.
Sacramento State, UC Davis and EWU are smoking crack if they believe they can easily transition to FBS.
