The story says the Ems were going to put $23m into the new stadium. That's more than enough to fix up Volcanoes Stadium and buy the lease from Walker.
The NIMBYs appear to have shown up in Eugene, too, in regard to the fairgrounds site.

Yes, and they needed another locker room for the visiting team and maybe even one for the umps, hitting facility, etc. Essentially MLB does not want MiLB teams sharing facilities.

I am as social service/public works/greater good as they come, and I am sure as s%#t not signing up for more taxes right now. I got my second kid starting college!

How many businesses require the local citizenry build their place of employment? People who work at airports? The entire airplane industry is built on the back of the taxpayers. People who work at train stations? A portion of every ticket sold would have gone to Lane County. That doesn't happen when you shop at WinCo.

But it is insanely common to get a cut on property or corporate tax to incentivize a business to build. It is super common for a locality to change zoning laws, waive permits, or all that to attract business. did the citizens "pay"? well yeah, by virtue of reducing revenue to the municipality in question. It may not be a direct bond, but it took revenue out of schools, roads, and other services. The question of these policies is always going to be if the gain in individual tax/ economic activity outweighs the loss. It is why there are actual jobs for Economists in the real world. to figure that stuff out.
