So I'm looking at the softball scoreboard, and noticed that any game that isn't featured on ESPN/ESPN2/ESPNU/SEC Network/ACC Network/Longhorn Network are shown on ESPN+. Does this mean for OSU games in regional play that aren't on TV, you either need to go to the game or subscribe to the stream?

And the only way to get the stream is through subscription. Whereas in previous years, the games could be see on stream if you had a cable/satellite package that included ESPN.

Whereas in previous years, the games could be see on stream if you had a cable/satellite package that included ESPN. I think in recent tournaments ESPN has had a channel similar to RedZone where they cycle through games if a pitcher is in a jam, or a team's threatening. But ESPN has the monopoly over the whole tournament so correct, if it isn't on TV, stream it.
