Let us assume, for the sake of discussion, that each of the recent portal transfers is good enough to see meaningful playing time on a team as good as, say, the 2023 Beavers.
What would Coach Bray have used as a recruiting pitch to snag these players? How would he get them to choose the Beavs?
Especially when we consider: (a) we are not in a major conference, (b) our future schedules are nowhere near finalized, (c) our TV exposure is not finalized, (d) we lost a ton of talent, and, (e) it looks like we might be a weak-to-lousy team next year.
Assuming this is what transfers are looking at, how did Bray get them to OSU? My question is a bit convoluted, but my intent is serious. I mean, really, it's tough as hell to recruit good players when facing these obstacles and difficulties.
So, how'd he do it? GO BEAVS!!

He showed them the Beaver’s record before he became DC compared to after he became DC, and asked them to imagine how good the team will be now that he’s in charge of the whole thing. That’s all it took.

I think most recruits still see OSU as a P5 program that will develop you and put you in a position to make it to the NFL. Mike Riley established that, it was part of his mantra. Erickson and Smith embodied it too.
Oregon State football has represented well over the last 3 years with significant wins, a 10 win season and high visibility bowl games.
Coach Smith leaving for MSU has its own set of circumstances but Coach Bray was the perfect replacement. Coach Bray, Gundy and Heyward could end up being > CJS, Lindgren and Blue.
NIL factor. Most of these kids probably weren't offered serious NIL money, if at all. Maybe Dam Nation has put into place a small amount of NIL for new recruits or a promise down the road. This is speculation.
All I know is we (OSU) are recruiting better. Coach Bray and Coach Heyward are already crushing it. There feels like an uptick, on both sides of the ball, which is awesome. I'm assuming Gundy clicked with the new QBs, WR Anderson, Jam, etc.

Folks forget one of the biggest recruiting tools outside of team status and connection with the recruiter... the players in the program.
Players talk... all the time. They are the recruiters "in the trenches" that potential recruits can connect with and ask the deeper questions that are often glossed over by the "adults". The are the players that are "salesman" type, but there are the players that other will flock to for "real" answers about the school, program, staff. The "adults" can only do so much and most are spouting the same stuff. HS recruits are more vulnerable to the sales pitch crap. Those in the portal have some "life experience" and have seen some ups and downs involving programs and coaching sincerity.
Players want to play, and they want to play where others say they will be welcome, treated fairly, and there is potential for success... team and individual.

The chance to play a lot or start for a program that has a successful recent history and yes, is still seen as a "power conference" program. For defensive players, a chance to play for a defensive-minded head coach and an exciting prospect at DC in Keith Heyward. A decent shot at getting into CFP while the program is in the Pac-2. An easier schedule with just enough oomph to it to be considered strong enough. A conference situation that is in a sort of limbo, not really "power" but not G5, either. The Pac-2 will last two years at the most. Many of the transfers have one to two years of eligibility, so you're not in the position of selling an unknown future to them. I think even with the players that have more than two years, they are very aware of the unstable nature of college football at the moment.

Another thought, along with TB's resume'. Change happens in CFB coaching. With TB coming on as the new HC, those transfers that have 1,2 or 3 years left know that it is highly unlikely TB isn't here for at least three years. Stability of HC and staff has to play into the decision as well.

Develop as a player.
Develop as a person.
Get a good education, with plenty of academic support.
Live in a safe environment in a smaller college-oriented city.

They weren't offered considerable NIL deals and they see OSU as a place to up their value(immediate playing time), and then cash in.

The money is inequitable and people move in part to get a chance at a place that is carving out money because they need one very specific piece (see Bolden) What OSU and us fans probably need to embrace is that there will always be pretty significant movement until more legislation or guidelines are put in place. We need to leverage it, instead of fighting it. OSU despite it's departures, generally attracted very solid, high 3 star talent in the portal. The general profile of who we brought in has exceeded the general profile of the dudes we recruited in the past. More importantly, the dudes we are brining in, on average, exceed the average dude going to a MWC team. in general. Despite our departures, our overall talent is absolutely above that of the MWC. OSU is still going to be on TV. OSU is still playing in big games next year. OSU is not going to be weak nor lousy next year.
