I think the one time allocation to cover COVID debt has a chance. and they are asking during a good time. the State is flush right now, a record kicker is going out the door next year.

I think they got it exactly right. They made it clear who caused this problem without sounding vindictive and asked for things that the legislature might likely approve.

Kind of impossible for the state to have "extra" . There are no incentives to carry out any jobs under budget. There are however, disincentives for departments who do not exhaust their entire budget even when it was entirely unecessary and fiscally irresponsible stewardship to do so.
