runner went out of bounds was speculation but the TV talking heads. Stadium announcer simply said the 'play is under review'. There was no whistle by the refs, so they are reviewing after the fact and finding an issue (all scoring plays are reviewed??). I guess similar to a receiver catching a ball and running for a TD but upon further review it shows his knee went down while catching the ball....
i wonder if he ran out of bounds at the 1 yard line...It's not a scoring play...would it be reviewed??

Didn't this occur in a Beaver game a handful of years back? Same sort of thing after a great return.
It just goes to show that the players/fans need more education on what constitutes a signal.
And my personal feeling is that if the ref didn't see it as a fair catch signal, then it shouldn't be called that way later while scrutinizing the play. If the ref saw it as a fair catch signal, blow the damn whistle when he catches the ball.
Some calls shouldn't be made from the replay booth but on the field of play.
