The last time I looked OSU can not cut any sport to remain D1. It could have been updated, but the last time I looked, among other articles a school had to offer (16) varsity sports to remain a D1 institution. It can be (8) Men's and Women's or like OSU (7) Men's and (9) Women's. Typically there is a higher number of Women's offerings to balance the Title IX scholarships offering due to football having 85. Schools that do not offer football can more easily offer an equal amount of varsity sports for men and women. So, any budget cuts would be AD wide and not involve elimination of a sport. I think cutting expensive men's sports and adding cheap men's sports is pretty common. Hence, Colorado has a ski team but no baseballlllll team. CU cut (7) sports, men & women's, due to budget cuts. They did not replace them with cheaper options as the nationally acclaimed ski club/team began in the late 30's and has something like 20 national titles. Not to mention Colorado is considered a bit of a skiing hotbed... I've heard. Also... "cheaper" can't come at the expense of scholarship offerings according to Title IX. And, starting up new sports while paying off contracts of the dropped sports is highly expensive proposition.
