2023 MLB Draft Projections: Segura, DeCremer, Palmer and Lais

In addition to Paul Wilson, four other pitchers in the Oregon State '23 recruiting class fall in the middle rounds of the upcoming July draft projections by Baseball America. In attempting to assign a "risk to sign" assessment of Low-Medium-High to the five pitchers, I would think Wilson would be "high", the others would be low. Caraway would also fall into the "high" risk category. Segura and Palmer are "arrow-up" on many draft boards this year, so that bears watching on draft day.

April Report: Segura entered the 2023 spring season with little fanfare after not having been on the national showcase circuit in 2022 and not being on NorCal-based A’s Area Code Games team. He came out strong early and was a bit of a pop-up name for area scouts, thanks to a heavy sinking fastball that has been up to 93 mph and a slider with good spin and shape that could develop into a solid swing-and-miss offering with more power. Segura has a bit of a stabbing action in the back of his arm stroke, but the 6-foot-1, 190-pound righty does a nice job throwing strikes with a solid foundation of athleticism. Preseason Report: DeCremer III is a high-energy righthander with a topsy-turvy delivery but plenty of arm strength and a chance to throw exceptionally hard in the future. During the 2022 summer the 6-foot-1, 195-pound righthander was already sitting in the 92-93 mph range and touching 96, and scouts expect he’ll pitch in the 96-100 mph range as soon as this spring. He throws a breaking ball in the low 80s that flashes hard, biting action and 11-to-5 shape and has also mixed in a changeup around 80 mph that needs more feel. DeCremer III has plenty of moving parts in his delivery, with an extra-long arm action and plenty of effort and recoil that could indicate reliever risk, but with more power and better control this spring he could shoot up boards. DeCremer III is committed to Oregon State.

May Report: Colorado is far from a hotbed for prep pitching talent. Just eight high school pitchers have signed inside the top 20 rounds in the bonus pool era. However, Palmer is one of a handful of interesting projection arms in the state in the 2023 draft class. He’s got a great frame at 6-foot-6, 210 pounds and delivers a high-spin arsenal from a high-effort delivery. After pitching in the 89-92 mph range in 2022, Palmer has been in the low 90s more consistently this spring, getting his fastball up into the mid 90s at peak velocity. He throws the heater with high spin rates, in the 2,600 rpm range, and the same is true for a low-to-mid-80s slider that flashes hard, late bite. He has also thrown a changeup, though he needs to improve the arm speed with which he throws the pitch. Palmer’s delivery features some length in the arm action and a significant amount of head whack and recoil in his finish, which will add reliever risk. He is committed to Oregon State.

The changeup looks like a better secondary at the moment, with solid diving life that gets under the barrel of lefthanded hitters. Lais has an extra-long arm action with a full arm circle in the back of his stroke that could create some issues with control and consistency, but he’s also still got room to add strength to a frame that should be big and powerful in three years. He’s committed to Oregon State.
