I was going to protest if Mike Phipps weren't on the list. I believe he still is the lowest rated passer with at least 1500 attempts. Some of the other guys were bad enough, they never got to the minimum to qualify for the career record.

I do remember Phipps to Pitts. The NFC Central had some horrible qb's then. Bobby Douglass, Scott Hunter, Greg Landry

Who would guess that going to a crappy team, even if in the first round, would be a recipe for disaster. Lol
I think some of these players might have excelled under different conditions. Not Leaf, though. Major f%#*up.

Frank Tripucka had 468 attempts in the NFL, but he also had 1,277 attempts in the AFL. Between the NFL and AFL, Tripucka has 1,745 attempts in both the NFL and AFL. Tripucka also played parts of eight seasons in the CFL, attempting an additional 1,930 passes, which made up the bulk of his professional career. Phipps has the all-time lowest NFL passer rating at 52.6. But Tripucka has the all-time lowest NFL+AFL passer rating at 52.2. AFL stats are usually officially used by the NFL, so Tripucka is usually cited as the quarterback with the lowest NFL (NFL+AFL) passer rating of all-time. But, Tripucka's lifetime 56.5 passer rating actually pulls his total professional career passer rating up to 53.6, passing Phipps. Pick your poison there. Tripucka is usually cited as the worst passer in NFL history, but his total professional numbers are better than Phipps' numbers. And Tripucka only got to 1,500 attempts using the parts of four seasons that he played for the AFL Broncos.

Maybe we should include the worst passer rating for QBs who played their entire careers post 1978, when all of the "modern" passing rules were put into effect: Mark Malone Jack Trudeau Mike Pagel Rick Mirer Of course, to use the list, you have to accept the NFL's passer rating as a legitimate rating of QBs. It is really unfair to compare guys who played pre-1978 vs 1978 and beyond. They are really two different games. That doesn't necessarily mean Phipps and Tripucka weren't terrible QBs.

Rick Mirer was a dude I never understood why he got drafted so high. I think he got drafted based on his high school reputation, which was be-all-end-all. But he never excelled at Notre Dame.
On the other hand, Notre Dame barely broke .500 the year after he left, so maybe he brought something to the table.

On the other hand, Notre Dame barely broke .500 the year after he left, so maybe he brought something to the table. Rick Mirer was 29–7–1 record as starter – including 2-1 in bowl games (wins in the Sugar and Cotton Bowls and a loss in the Orange Bowl.) Mirer accounted for more points running and throwing (350) than any other player in Notre Dame history. Mirer left Notre Dame first in career touchdowns with 41 and second all-time for total offense, completions, and passing yards. Entering the 1993 Draft, he was hyped as the next Joe Montana, who also played college football at Notre Dame and was similar in stature. Mirer set the rookie record for completions, attempts, and yards in his first year in the NFL. But he also led the NFL in sacks. Mirer put up better numbers in 1994, but that was his peak. He was traded to the Bears and then demanded a second trade, which he received, fading into obscurity over time. Basically a prima donna, who was cursed with a couple of bad teams.
