There are different qualifying rules for every NCAA level of competition (FBS, FCS, DII and DIII), and schools moving up must go through a transitional phase so every team is competing with athletes admitted with the same qualifying standards. JMU is using players recruited under FCS guidelines, which may be less restrictive. So the rule makes perfect sense, in sports where teams are competing for an NCAA national title. That said, a bowl game is an exhibition, not an NCAA-sponsored championship event. There is no NCAA-awarded FBS championship. So JMU probably should be cleared to play.

Agreed they should be cleared to play. They have obviously proven they can pound lower echelon FBS teams under the limited schollies and talent they brought with them from FCS. They don’t need a handicap two years. They are ready to compete.

James Madison won their Group but did not win their conference. They would have played in the Sun Belt Championship Game, if they were eligible. But they aren't, because they are in their first year of transition and did not play a full non-conference schedule. Because schedules are set so far out is one of the reasons why they are ineligible. Also teams in their second year are bowl eligible but only after most six-win teams get bowl invites. James Madison has indicated that they will petition to play in a bowl game this year, because of what I posted in one of my posts, there are not enough bowl-eligible teams this year.
