So...the conclusion is to spend $584,402,676 for 292,201,338 tickets, all being distinguishable from the other 292,201, 337 tickets, to guarantee a win of ~$1.3 billion. I think the tax code would permit you to write off the $584,402,676 as a gambling expense, as well.
Seems like a no brainer for an easy pretax profit of over $750 million.

If three people win, you are out millions, and the loss would not be deductible. It is only deductible, if you have gains to offset the loss.
