If he isn’t, then there would have to be another transfer out. I believe Rand’s transfer got team back down to 13 scholarships. Not much info shows up on the kid with a simple search, so walk-on would seem to be a real possibility.
Watched a little bit of his highlights, and looks like he can shoot and has some hops. At 6-5, adds some good length at the guard position.
