NCAA doesn’t have any authority over NIL as a result of several court rulings including the US Supreme Court. Oregon state law which set the structure for NIL programs is the authority here. The sports business website article referenced basically describes the inquiry as information gathering rather than an investigation. Right now, in the absence of federal NIL legislation granting NCAA an NIL oversight role, NIL’s are subject to state law and I’m guessing that Oregon’s two NIL programs (as well as Oregon State’s) have been structured tightly within Oregon statutes.
