Four out of 10 are catchers. Seems like the top rated players are usually pitchers and shortstops.

Top 500, but he was 4th in Oregon behind Kenyon Yovan, Mitchell Verberg and Daniel Ferrario. Which goes to show only that these rating services don't always know what's up.

You could move "don't always know whats up" down the scale to "seldom know what's up".

You could move "don't always know whats up" down the scale to "seldom know what's up". To be fair, it's not science to project a kid. I remember the kids in school who looked like HS Seniors in 8th grade. Heck yeah, they were dominant on that 8th grade football team, and if they stayed just as far ahead of their peers the next 4 years, they'd have still been dominating. But, you can't say for sure which kids will continue to develop into physical freaks, vs which ones have already peaked. All you can do is make your best guesses. If they haven't made an exact science out of it at the MLB draft level, they certainly aren't going to be perfect at the HS recruiting level.

At least with football you have 85 scholarships so you can afford to take a lot of swings. I can imagine it's very difficult to try to balance 11.7 scholarships across 27 guys and trying to decide what percentage of a full ride you want to offer to a 15 year old.

In many college baseball programs, scholarships are not parceled out. They have 23 tuition only scholarships which is the equivilant of 11.7 full scholarships. I believe that is the model employed by Oregon State. We have 23 student-athletes that do not pay in-state or out-of-state tuition. I'm not positive that is precisely correct but I believe that to be the case.
By comparison, the components of a "full ride" in football/basketball usually include room & board, books, tuition and a monthly stipend.
The majority of college baseball coaches are in favor of a bump-up . . . . 14 or 15 schollys
