Is this alliance and advance over the Pac 12's tenure with Scott at the helm? Doesn't seem so.

Last year, roughly half of the NCAA programs (in all sports) that faced major sanctions by the NCAA were HBCUs. The other HBCU conference, the MEAC, is hemorrhaging teams - any school with a modicum of academic integrity has left or is trying to leave. The SWAC is the better of the two conferences but it still has a number of troubled programs.
So, you can look at this as the Pac making a sincere attempt to help out a less fortunate conference. Or as a cheap virtue signal. It's unlikely to make a dent in the serious problems these colleges have with predatory coaches, fraud-tolerant administrations, and risible academic standards. But maybe something good comes of it.
