Not sure, he entered the portal a little bit ago.
“Shough is the eighth scholarship player and second quarterback to transfer from UO this offseason, joining Daewood Davis, Jayvaun Wilson, MJ Cunningham, Cyrus Habibi-Likio, Cale Millen, JR Waters and Isaac Townsend.”

That’s a lot of loss for an “elite” program. Good thing Mario got that new, rich contract.

Incidentally a note at the end of this Yahoo Sports article on the subject notes Oregon State was one of the schools he had discussions with before committing to the Red Raiders:

Before committing to Texas Tech, Shough had talked with Penn State, Arizona, Nebraska, Auburn, Washington State, Illinois, and Oregon State.
