Sounds like the previous controlled burn-thinning helped knock the fire down. USFS has been working for years on the thinning-controlled burns around communities. Pine forests burn. Lodgepole and transition areas HAVE to burn. USFS has planned to thin and burn a large area sw of Bend, but everybody and their brother has fought them. It is an area that has historically burned on a 30-40 year cycle before the settlements. The USFS needs to be able to proceed.
