One thing the military does as well as killing people is logistics (shopping/shipping). Tell me what you want, where do you want it, when do you want it and then get f*ck out of the way. I'll worry about who and how. Unlike other bureaucracies and the private (profit) sector, the military is MISSION ORIENTED. And BTW, yo Prez, you want 50 guys all going helter skelter their own way or do you want those same 50 guys telling ONE guy what they need and let the ONE guy take care of it. And, that ONE guy is YOU. Get 'er done or get out.
