(Monday at 4pm, I think) I would say any public gathering for such things is a emphatic NO Regretfully, that will probably be the case. Typically, there would be a viewing event on Monday, March 16 at 4 pm at the Toyota Club at Reser. Something to ponder: If a player is confirmed to have the COVID-19 virus, my guess is that his/her entire team would then be ruled out for the entire tournament. Wouldn't be surprised if all players are required to be screened for the virus by March 20.

Really? If gatherings such as watch parties are to be stopped, should not all classroom activity, kindergarten through college, also be halted? Shouldn't stores such as Costco, where a few hundred can be found at any given time, shutter their doors? No more attending church services. Hotels being open is simply out of the question. The House of Representatives, with its 435 members, must shut down. All public transportation, be it via bus, train, or plane, must cease. Both the Pentagon and Apple Headquarters must furlough all those who work there. Matter of fact, we'll need to close down every workplace where, say, 20 or more people might potentially be found.
Concerts, plays, baseball games, 4th of July fireworks, the Indy 500, the Masters, political rallies, protest marches, homeless shelters, graduation ceremonies, Easter sunrise services, little league ... All gone, because of fear of a disease that has killed (I think) 22 Americans, leaving just 329,999,978 to carry on.

The biggest fear is that of the unknown and whether these attempts at social distancing are critical now to slow the spread of COVID19 and its potential impacts to our country's medical system. I think that we are all seeing the impacts at restaurants and stores. I would like to think that the virus will be less damaging than the season flu. A big problem is that we simply don't know how significant this outbreak will be.

Last week there was a chocolate lovers show in Ashland, a couple of Home and Garden shows in other areas of the state this weekend. Movie theaters are open, mega churches open, concerts still on. Disney Parks are open, beaches in Cali are full, car swap meets are scheduled. But will campgrounds close this summer? Lakes and beaches close. Summer concerts in the park cancelled?
Btw, Cases are actually now in steep decline in parts of China. Of course you won't here that.
And I am watching a good Gonzaga and St Marys mens game in Vegas right now full to capacity and they would cancel a watch party in Corvallis?
I agree with bvrbooster on this. Even this might possibly be a two year ordeal. Imagine doing nothing except work and going home for two years. I think sports is a good mental medicine for many. Escape for a couple of hours is not a bad thing now days.

UCLA and Stanford have hosting concerns based upon attendance limits that county and/or school administrators have recently announced. Other states (Washington as of today) are taking similar steps to limit the number of people who can gather together to attend group events.
The evidence is mounting in favor of implementing more rigorous social distancing limitations to slow what has now been declared a global pandemic.
College basketball tournaments are under a great deal of scrutiny right now. I am hopeful that the NCAA tourney will go on as scheduled with attendance limitations in areas hit hardest by COVID-19. Realistically, the trend now doesn't look good for any group events that are scheduled to take place later this month.

Oregon State is looking at the on line classes only if there is evidence of a community outbreak. Talking to an employee of a local school district and for now they don't want to close classes because so many children depend on things like breakfast and lunches for their only real meals of the day.
