I suspect those aren’t the top 7 into conference play, but regardless the the PAC-12 is 68-15 overall with all winning records to date. Players want to play in this conference.

Yep, the Pac, especially the upper half is looking pretty tough again this year.
Arizona is off to a great start, but their 'signature' win thus far is over Texas, who is only 4-4 and doesn't have any victories yet that they can brag about. Nevertheless, I expect Arizona is going to be tough to beat in conference play.
UCLA hasn't really played any high quality games yet either, but they have a couple upcoming games that are worthy of attention. They play Pacific, who has still only lost to Oregon State, on 12/15 and they travel to play at Indiana on 12/22. If UCLA wins that game in Indiana, that would be pretty impressive. UCLA definitely has the best Pac12 schedule only having to play Stanford, Oregon, and Oregon State once, and they have one of the best players in the conference in Onyenwere.
It's obvious Stanford and oregon are pretty good. Whether or not the Beavs can hang with them is the mystery we are all waiting to find out.
All the rest of the pac12 teams have something that makes them dangerous in any game, but also have too much youth, or too many flaws, to be a contender in the end. Yes, I'll include Arizona State in that group. They are always tough defensively, and have a couple impressive defensive wins already, but they also have some losses that show they are not quite 'there' yet. A lot of players grow up over the course of a couple months though, so everybody will be worth keeping an eye on.

Not only does UCLA play Stanford, Oregon, and Oregon State just once, UO and OSU are home games for them! The scheduling gods were on their side.

Although it has become an article of faith that the Pac-12 is the best conference in women's basketball, the conference has not made the NCAA final in 10 years, and has not won the title in 27 years. I will root for the Beavers, but if they can not do it I will root for all the other Pac-12 teams, including Oregon, to break both of these streaks.

That's true, but, in the last 4 years, the conference has gone 23-1 in first round NCAA tournament games (Cal was the lone team to lose), and 18-5 in second round games. So 28% of the teams in the sweet sixteen over 4 years have been from the PAC 12. The conference has gotten progressively better. This year there are 4 teams who have a reasonable expectation of advancing further, and 3 who are definite final four contenders. So, we shall see.

This is really a year that the Pac-12 needs to crown a champion, and not having a team in the final would be really disappointing. 3 teams currently in the top 5, and one more knocking on the top 10 should get representation in the final.
The Pac-12 only had 2 teams in the top 10 going into the NCAA soccer tournament this year and managed to get 3 of the final 4 slots, and guaranteed representation in the final. Playing in the toughest conference should pay dividends come postseason like that.
