Bill Moos was laughing all the way to Lincoln. He got all the praise for upgrading Wazzu's facilities, with money it didn't have and now can't ever hope to pay back, and bailed leaving somebody else to clean up his mess. He didn't have the best owner in college sports to buy everything for him in Pullman like he did in Eugene.

Here's the debt service (the annual payment) in millions expressed as a percentage of the total annual AD expenses for 2017:

While WSU's debt is high, they have a chance to pay it off with the relatively low debt service at 13% of total expenses, albeit higher than the conference average of 11.5. Not surprisingly, Cal is in the biggest financial trouble in the conference - over one fifth of their annual expenses goes to debt service. OSU is in a low debt situation with less than 9% of annual expenses earmarked for debt service.

Oregon State benefited from taking advantage of low interest rates on construction bonds, especially for the buildings that were built/updated after Reser stage 1 (which still is the biggest chunk of the debt owed). The entire campus underwent a building boom - Dr. Ray and Co knew their financial management if anything.
