Come on... ideas fine. But, there is never going to be player comp. Ever. Absolutely no way to measure value of players who never got much PT, those facing different levels of competition, etc.
Let alone who in the eff would ever track, accurately tabulate, administer, enforce?
Certainly not the NCAA who can't keep up with what's going on now.
The NCAA will push for school run NIL programs that have set rules they can "try" to control, evaluate, enforce. And, take outside boosters out of the equation as much as possible. But, in terms of the initial court decision in not sure how they can limit student athletes earning abilities to ONLY school run programs?!
Whatever comes down the pike the "rich" will benefit. The rest will have to adapt to what works for them. But, once you begin assigning "economic value" to players you're on the road to employees & player unions.

"Another option and an even simpler one would be:. if you offered the player out of HS, he commits and goes elsewhere, then 1, 2, 3, etc...years later he wants to transfer to you, then it's a free transfer. If you didn't offer out of HS, he transfers to you, then a compensation fee needs paid to school he's transferring from." Ring a bell??

The post you copied certainly rings a bell, I wrote it, it just doesn't say what you apparently think it says. You obviously know the difference between a school and a player, and are just reading something into this that's not there. Not looking to argue, but if it's important to you, go back and follow this part of discussion from beginning for the full context. No proposal for player comp was ever mentioned that I saw.

I never stated the player received anything. Player comp is paid to the team... just as in MLB or in the case of some NFL deals. And, as my post stated... never going to happen for MANY reasons.
