so why is a balk an issue? What advantage does the pitcher have buy not coming to a 'stop'? The rules are there to keep pitchers from deicieving hitters and runners to gain an advantage. Also, there are just rules. Hitters have to be in the box when they hit, pitchers have to be on the rubber when they pitch. Pitchers need to come set, and when they begin their motion, they can't stop it. It's just there to keep it fair.
